Bill Andre was born in Memphis, Tennessee. He servered in the Navy aboard the USS Saratoga during the Vietnam conflict. After his discharge he attended Memphis State University and got a Bachelor's Degree in Mechanical Engineering. Bill began writing proposals while working for Westinghouse Environmental. When Westinghouse got out of the environmental business, Bill started a career as an independent proposal consultant. Initially his proposal work was in the environmental area but moved to telecommunications. Six years ago, Bill picked up a contract at the Centers for Disease Control and Prevention (CDC) helping to develop Requests for Proposals. He has been there ever since and currently helps with project management on a project which monitors the health of the first responders to the World Trade Center attack.
Bill has been married for 39 years to a girl he first met in the 10th grade. He and Sue have one daughter and 2 grandbabies.
